Every time you receive a valid tax invoice, debit the VAT control account for the input tax. South Africa introduced VAT on 1 October 1991 at a rate of 10%, replacing a fragmented General Sales Tax (GST) system. The zero-rating of basic foodstuffs was a deliberate policy to ensure VAT did not regress on the poor — the same political debate still rages today. An estimated 18 zero-rated food items cover basic nutrition but exclude processed foods popular in low-income households, leading to ongoing academic debate about whether zero-rating adequately benefits the poorest South Africans.
